2014 Awards & Accomplishments

Distinguished Budget Presentation Award
The City of La Porte, Texas has received the GFOA’s Distinguished Budget Presentation Award for its annual budget for the fiscal year beginning October 1, 2013.  The Government Finance Officers Association is a nonprofit professional association serving nearly 18,000 government finance professionals throughout North America.  The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.  The award represents a significant achievement by the City.  It reflects the commitment of the City Council and staff to meeting the highest principles of governmental budgeting.  In order to receive the budget award, the City had to satisfy nationally recognized guidelines for effective budget presentation.  These guidelines are designed to assess how well the City’s budget serves as (1) a policy document; (2) a financial plan; (3) an operations guide, and (4) a communications device.  Budget documents must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award.  The City of La Porte has received this award since 1990.  This is the twenty-fourth (24th) consecutive year that the city has received this prestigious award.

Excellence In Financial Reporting
The Certificate of Achievement for excellence in Financial Reporting has been awarded to the City of La Porte by the Government Finance Officers Association of the United States and Canada for its annual comprehensive annual financial report (CAFR) for the fiscal year 2013. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management. The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR. The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals with offices in Chicago Illinois and Washington, DC. The City of La Porte has received this prestigious award for thirty-three consecutive years. 

Outstanding Achievement By GFOA
The Government Finance Officers Association of the United States and Canada (GFOA) has given an Award for Outstanding Achievement in Popular Annual Financial Reporting to City of La Porte for its Popular Annual Financial Report for the fiscal year ended September 30, 2013. The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports.

In order to receive an Award for Outstanding Achievement in Popular Annual Financial Reporting, a government unit must publish a Popular Annual Financial Report, whose contents conform to program standards of creativity, presentation, understandability and reader appeal.

Achievement of Excellence in Procurement Award
The City of La Porte’s purchasing department has earned the 19th Annual Achievement of Excellence in Procurement Award for 2014. The Achievement of Excellence in Procurement recognizes organizational excellence in procurement. The judging criteria are designed to measure innovation, professionalism e-procurement, productivity and leadership. This program encourages the development of excellence as well as continued organizational improvement to earn the award annually. Receiving this award serves as validation that our Purchasing staff is dedicated to continuous improvement of our processes and procedures and to implement best practices. The City of La Porte is one of only 46 government agencies in Texas and one of only 68 cities in the United States to receive this award. This is the first award for the City of La Porte.

Comptroller Leadership Circle Award
The Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle program in December 2009 to recognize local governments across Texas that are striving to meet a high standard for financial transparency online. The Comptroller is spotlighting those local governments that are opening their books to the public, providing clear, consistent pictures of spending and sharing information in a user-friendly format that lets taxpayers easily drill down for more information.

Local governments are required to submit an application. A local government must provide financial reports on their website. The State Comptroller will award Leadership Circle designees with a certificate reflecting their Circle Award level: Gold, Silver, or Bronze. Gold highlights those entities that are setting the bar with their transparency efforts. Silver encourages those who are making progress. Bronze inspires those who are just beginning their transparency efforts.

Financial transparency is an ongoing goal for any government entity. The State Comptroller encourages and applauds local governments across Texas that are stepping up efforts to give taxpayers a transparent look at where their money goes.

The City of La Porte applied for and was awarded the Silver Award in 2011 and 2012; the Gold Award for 2013 and are pleased to announce that we received the Platinum Award for 2014.
